In 1951, Charles was a Rear Admiral and the commanding officer of the U.S. Naval Supply depot in Clearfield, Davis County, Utah.6 On October 3, 1956, a prejury indictment was returned by a federal grand jury against Charles, who was living in Long Beach, California at the time. The indictment charged that he lied to Navy investigators questioning him about purchases of flavoring extracts and a beverage base.7 He was convicted in 1959 of conspiring to sell $500,000 worth of soft drink flavoring to the Brooklyn Naval Supply Depot between January 1954 and May 1955 but a U.S. Court of Appeals in New York reversed that decision on April 5, 1961.8
